Moreiras is Project and Development Manager\n at NIC.br, where he is one of the persons responsible for the \ncoordination and operation of IX.br, which comprises dozens of Brazilian\n Internet Exchange Points and interconnects hundreds of ISPs and other \nautonomous systems. Moreiras coordinates IPv6.br, a Brazilian IPv6 \ndeployment initiative.&nbsp;He is also responsible for making Brazilian Legal\n Time freely available on the Internet, via NTP, training activities \naimed at ISPs, as well as other technical projects that contribute to \nInternet development in Brazil, improving its quality and costs.<\/p>\n\n\n\n<p>As part of his activities at NIC.br, he is a frequent speaker at \nvarious conferences and technical events. Moreiras regularly \nparticipates in technical and Internet Governance forums. He is also a \nfounding member of ISOC Brazil and professor at CGI.br\u2019s School of \nInternet Governance.<\/p>\n\n\n\n<p>Moreiras has a degree in Electronic Engineering and a Master\u2019s degree in Engineering by <em>Escola Polit\u00e9cnica da USP<\/em>, as well as an MBA by <em>Universidad Federal do Rio&nbsp;de Janeiro<\/em>.\n He studied Internet Governance at the Diplo Foundation and the South \nSchool on Internet Governance. Moreiras has also taught courses on \ncomputer science and networks at <em>Universidad&nbsp;Cidade de S.
